For restaurants, our goal is to reduce the hiring time down to hours or days so you can quickly restaff when you face turnover.  Further, new workers working single shifts at many restaurants spreads the risk of new hires to all the restaurants who participate, so no one restaurant has to incur all of the costs for a single worker.
